ASEAN Regional Knowledge Network on Forest and Climate Change (ARKN-FCC)

The ARKN-FCC was initiated at the 11th Meeting of the ASEAN Senior Officials on Forestry (ASOF) and held its Inaugural Workshop on 30-31 October 2008. It is a venue for ASEAN Member States to share their knowledge and experiences and identify experts and research institutions specialized in the issues of forests and climate change such as Reducing Emissions from Deforestation and Forest Degradation (REDD) in Developing Countries and Afforestation/Reforestation Clean Development Mechanism (A/R CDM). The scientific information gathered in the network will support ASEAN’s decision-making process through policy analysis and strengthen ASEAN’s role in climate change negotiations.

The ARKN on Forests and Climate Change works by firstly identifying research agendas, conducting knowledge sharing exercises, and implementing the researches and capacity building for the stakeholders in ASEAN. The ARKN-FCC is also open for cooperation with the Network’s Partners, such as international research institutions or donor countries’ initiatives to further develop their activities. It is in the Network’s best interests that science and policy go in harmony to find the solutions the world needs to combat climate change and its impacts.
The group meets twice a year.

Status / Updates:
The 11th ARKN-FCC Meeting discussed some issues in response to the negotiation process of REDD+ and related topics in the UNFCCC, including: 1) key issues in the SBSTA-42 negotiation in Bonn (safeguards, NCBs, and NMBA-JMA), 2) review ASEAN common position on the three issues and re-strategizes ASEAN/AMS position in Bonn negotiation, and 3) shared experiences in developing INDC. 

The meeting also discussed 1) the status of development of new SPA for Forestry Cooperation in ASEAN and its implication to ARKN-FCC, 2) the preparation of ARKN-FCC Work Programme 2016-2020, and 3)preparation for side event of ARKN-FCC and Partners in World Forestry Congress (WFC) in Durban, 7-11 September 2015, and 12th ARKN-FCC meeting.

It emphasized the importance to have ASEAN common position at COP 21 of the UNFCCC with strong message to international community for financing mechanism in REDD+ implementation. The Meeting requested ARKN-FCC to discuss potential financing mechanism in REDD+ and SFM implementation in the region (eg. Green Climate Fund).
