ASEAN Senior Officials on Forestry (ASOF)

The ASEAN Senior Officials on Forestry (ASOF) was organized in 1988 as one of the subsidiary bodies under the ASEAN Cooperation in Food, Agriculture and Forestry guided by the ASEAN Ministers on Agriculture and Forestry (AMAF) and supported by Senior Officials Meeting (SOM).

ASOF discusses the progress of the implementation of the policy framework related to ASEAN Cooperation in Forestry. ASOF has different expert groups and task forces established to undertake planning and implementation of specific activities. The ASOF meets annually to formulate and implement regional cooperation activities in support of the following strategic thrusts:
1. ensuring sustainable forest management and conservation of natural resources;
2. strengthening ASEAN cooperation and joint approaches in addressing international and regional forestry issues;
3. promotion of intra- and extra-ASEAN trade in forest products and private sector participation;
4. increasing productivity and efficient utilization of forest products; and
5. capacity building and human resources development.

Status / Updates:
ASOF is in the process of developing the Strategic Plan of Action (SPA) for Cooperation in Forestry (2016-2025). In this regard, ASOF agreed on five Strategic Thrusts on Cooperation for Forestry namely:
1. Promoting Sustainable Forest Management;
2. Enhancing Trade Facilitation, Economic Integration and Market Access;
3. Strengthening ASEAN’s Joint Approaches on Regional and International Issues Affecting the Forestry Sector;
4. Enhancing the Forestry Sector Resilience and Role in Climate Change; and
5. Institutional Strengthening and Human Resources Development.
In line with the new SPA, the proposed streamlining of ASOF Sectoral bodies was presented and deliberated including its role and responsibilities. The consultant will continue to work on the draft to define and draft the new terms and reference of the proposed subsidiary bodies.
